Report greyed out for one user in LayerActions menu but should not be so. Why?

A user of the Silverlight viewer here who is accustomed to running the Parcel Report has today tried same in GVH5, but found it to be greyed out in the LayerActions menu. It is not greyed out for me or for anyone else. I need help to enable this item for her. Please, what steps might I attempt to resolve this?
