Has anyone used the sample code Custom Map Tips with highlighting?

Has anyone implemented the sample code "Custom Map Tips with highlighting" from the downloads section? I would like to give this a try, but was wondering if anyone has an opinion about it, and also some tips on how to implement it? Thanks.
