The Server Object construction attempt has failed because the Startup Timeout Interval has elapsed

I get the following error message when trying to start a map service.  Any ideas what I can do to fix this and start the service?

 

Configuration Hydrants.MapServer can not be started.

 

Server Object instance creation failed on machine xxxx.

 

 The Server Object construction attempt has failed because the Startup Timeout Interval has elapsed.
