layer tips in TOC?

Is there a way to use a layer's Description or any other component to allow a user to hover over a layer in the TOC and get information? Much like a tooltip works in a form item via workflow?

  Hi Ryan, 

   

  Unfortunately you cannot do this for the layer list. However, you are more than welcome to add this to the Ideas board though. I think it would be a cool feature.
