MapTipHeaderRegion set to false deactivates the close map tip function

When I set the MapTipHeaderRegion to false in the Desktop.json.js file it deactivates the close map tip function.  Is there anyone that knows a workaround for this?

  Actually after playing around with it, it appears the close out icon "x" is off.  If you click around the X it works, but not directly on the X.  I'm not sure a new user will figure this out.
