how to run javascript code

I have some code from starCounter.com which adds to a counter ever time the page opens.

 

can can i add this code to a viewer created in HTML?

  Do you want to display the counter on the viewer?

   

  What is the code doing? Is it calling a web service to increase the visitor count?
