Get rid of the black banner around the "Still can't find what you're looking for?"

If I print a KBA the "Still can't find what you're looking for?" prints with a large black banner.  If there is no relevant text on the page I can chose to not print the page, but if there is relevant text then the large black banner prints consuming an unnecessary amount of toner.
