Saving layers and queries outside of a project

Would it be possible to include the ability for a user to save a filter or query outside of a project (but when logged in as an authenticated user) and have that filter or query available to themsleves whether they are in an saved project or not?  I can think of lists of queries and filters my slef and many other users would love to have, but we dont want to have to create a seperate project for them. Further, there are many times I want to use a filter or query stored in a seperate project.  I spent all the time and effort to build a query, I'd love to be able to use that anywhere as an authenticated user.
