What syntax is should a 'Phrase' use to filter items using 'Filter Form Element Items' activity?

The "phrase" is the text that is used to find matching values from the labels of the items. It performs a case-insensitive contains match on any of the words in an item's label with any words in the phrase. If an item's label does not match the phrase then the item is filtered out.
The phrase is optional. If you are using the "Filter Form Element Items" activity in an AutoComplete event the phrase defaults to the value the user typed in to the input.

How can i filter by the label in a listbox. I tryed to use the "Filter Form Element Items" activity, but it returned none?? A black listbox. If I removed the filter activity, the listbox populate the items fine, but not ordered.
