Is there a way to set the initial extent for each framework (desktop, tablet, mobile)?

  I don't think that you can do this in the Rest Manager since the initial extent is set at the site level, but you could use a zoom to workflow that runs on viewer load to do this.

  You could use a startup workflow with the Get Browser URL activity to determine what extent to zoom to based on the framework.
