Is there a way to automatically toggle a layer on when a user launches a report?

I have a parcel feature report that my users want to use  with the zoning layer on. However most of the time that layer is off and I wanted to see if there was an easy way to automatically toggle it on as soon as they pick "Run a Report" from the Map Tips.

  Not from "Run a Report", but you can using a Workflow.
