Local hosted Reporting 5 json file that can be run using WF4 or GCX Essentials

We? need to be able to locally host Reporting 5 json files and execute them using workflow 4 and GCX essentials with the option of passing feature id's and other parameters. This would need to work on layer reports and non-layer reports.
