Can we export the report (json) and deploy it to a internal web server?
We are doing workflow 5 in this way for one of our clients' internal server (no access to portal or arcgis online).
But seems not supported by Reporting 5.

This is not currently possible. The only documentation around json exports suggests using them for sharing reports between users and migrating between environments.
I'd recommend voting/commenting here:

Or writing your own idea post that specifically isolates the "run report from a hosted json" part from the rest of the use-case that one describes.

Hi Leo, did you find a workaround for this? I'm facing a similar issue for Workflow5 reporting.

I can confirm that this is still not possible. It's still a requirement that the report be run from an ArcGIS Online or Portal item url.
