All set a second install on another server will take care of this issue for now or add some more user accounts to AGOL for the other organization.

Morning Cattyann. Glad you found a way to make this work for you. In general, we are working with, and relying upon the organization-to-organization sharing mechanisms that Esri has put in place (and continues to refine and improve).

Esri's current pattern for this type of shared collaboration is the use of groups. Have a read here: https://www.esri.com/arcgis-blog/products/arcgis-online/uncategorized/sharing-content-privately-between-organizations/

For interest sake, two AGOL orgs who want to keep their work mostly separate works very well. As you sign in with an identity from orgA you have access to that org's maps and aps; likewise with orgB.

The sharing model does not allow for the members of the group outside the organization to login to the application URLS and launch them to develop an app, report, workflow, printing, seems that although the outside members are part of the group in the organization they are not members of the organization so no access to the goodies. The only way this works is if I make them part of the organization ? We have a similar scenario here where we support multiple organizational accounts. Groups work for some of our use cases, but not for others.
