[5.39] Provide a draw widget in Workflow Form for signature and sketch up / draw

Sketch was introduced in VertiGIS Studio Workflow 5.39

Signature was introduced in VertiGIS Studio Workflow 5.35

Field data collecting and inspection often need field crews to mark up field photos and sign off. Currently there's no such widget in Workflow Form to allow us to do so .
