Adding vector basemap to site

A long time ago I was able to add the World Hybrid Reference vector tile layer to a site, but now I can't seem to figure out how I did it. Is there any specific configuration that needs to be set up to connect to vector tile layers? I'm trying to add the Newspaper basemap to a site but am unable to search for it when using the Add Map Service window.
