Basemap offset in printed maps

I am trying to print a map as a pdf, but the map basemap is offset from my map layers (as shown in the map attached). The basemap is a web tile layer (https://atlas-stg.geoplatform.gov/styles/v1/atlas-user/ck5cqlsyj0axg01p9dq9d96rf/tiles/256/{level}/{col}/{row}@2x?access_token=pk.eyJ1IjoiYXRsYXMtdXNlciIsImEiOiJjazFmdGx2bjQwMDAwMG5wZmYwbmJwbmE2In0.lWXK2UexpXuyVitesLdwUg) and displays fine in the viewer, but gets garbled in the pdf. Any idea why?
