Make it easier to change the general look of out of the box html 5 viewer

Currently there are very limited options in the Html5 viewer manager to change the way the mapviewer feels and looks. You have to go into the config files to make changes, which first means you have to find the correct part of the JSON (the documentation is not always the most helpful for this) and then test the changes to make sure it doesn't break anything else. Additionally there is always the worry that when we update the viewers we run in to issues where the customizations we have made are not compatible in some way.
It would be much easier if there were more options to customize the look and feel, where the toolbar is located, or how the buttons look in the layer list etc. in the viewer manager - more similar to what you can do in webappbuilder.
