Clustering features disappearing

Hello, I have enabled clustering on a point feature layer.  If I click on one of the clusters to view the maptips, and then zoom in all the points disappear.  The only way to have them reappear is by panning the map.  Then if I try to zoom in or out again, the points disappear until I pan. 

 

Only way to reset the behaviour is reload the map, and not click on any of the points.  

 

Is this a bug? It's really disappointing because the look of clustering is so nice, but the functionality i'm experiencing will not work for our end users.
