Legend and/or Map Content Stops Loading When Moving Beyond Initial Extent

We have an issue where the layer list will "glitch out" when a user zooms in on the map content beyond the initial extent.  It doesn't happen to every user, and occasionally the map will behave as it's supposed to, but for the most part it's a recurring issue.  Additionally, sometimes features within the map will partially load then stop loading without an error or "loading" message being displayed.  At first, it looked like it was a failure of the Topographic basemap but after some investigation the issue persists.

 

 

To confuse matters, it only happens to certain users on certain map sites, e.g. - User 1 can use Map1 without any issue, but can't use Map2, User 2 can use Map2 without issue, but not Map1.  The issue doesn't seem to be a permissions issue as member of the same permissions/user group may or not be affected.

 

 

Unsuccessful triage so far:

 

- Had users delete their browser cache

 

- issue behaves the same or similar on various browsers (Chrome, Firefox, IE, Edge)

 

- shutdown/restart of browsers/computers/servers

 

- I have tried strategically removing services that may be causing conflicts

 

- removal and reloading of services

 

 

Creating a fresh copy of the site seems to provide a stable/usable option (i.e. -the issue doesn't appear in the new copy), however any projects the user has saved in the original site are unusable in the new site (even though it is an unaltered copy).

 

 

Any suggestions?
