Is there a way to get the overview map to center a boundary layer and not re-center on the location of the web map?

When I create a printing template the overview map will continue to adjust and re-center where the project is located. I am looking to have the overview map stay centered on the state not move the state around when a location is at one corner. Please see attached examples.
