Layer Style Not Working

I cannot get any layer to successfully use the Layer Style function, both in SaaS (v 5.16) or on prem (v5.14). The same map services used in Essentials work as expected, but not in the VertiGIS Studio Web world. Is there a limitation here on what types of services can use this? I am attempting with on premise ArcGIS Server services. Also, Essentials would not even make this option available unless "Supports Dynamic Layers" was enabled, but Web seems to show that option regardless... which will certainly confuse some people.
Anyone able to successfully use the Layer Style function, and if so, what type of service is being used? thanks!

Hi Ryan, I ran into the same issue today and it appears that styling layers is restricted to hosted feature layers.
