Pictometry DisplayDockedExternalComponentById Displays nothing

I've been working on integrating Pictometry with their IPA in our Geocortex Essentials Viewers, and I've filled out the ASPX file in the correct directory with the API and secret key and updated the urls to https and created a DisplayDockedExternalComponentById tool for the Pictometry imagery. However, at this point when I click on the Pictometry button nothing happens, no window pops up and I receive no errors. I've got a Bing tool set up the same way that works correctly so I'm not sure why this one isn't. Any help would be appreciated!
