Disabled Pop Up Over-Ride in VGS Web?

We are seeing VGS Web over-riding a webmap's pop-up setting when disabled in ESRI's webmap viewer. So, if I disable a pop-up in the webmap on any particular layer, I am still getting the pop-up in VGS Web even though disabled in the webmap. Seeing in SaaS 5.20.0 and on prem 5.18.1. Seems like a bug to me. Anyone have a workaround?

  Interesting use case Ryan. Not sure what our behavior should be if we disable the pop-up in the webmap, but still have Identify enabled in VSW. I'd assume we would show some default simple pop-up.
  If your goal is to not have anything pop-up for a particular layer in VSW when you click on it, I would disable identify on the layer extension in Web.
