Make URLs in feature attributes clickable from the Feature Identify popup

When clicking on an Inline chart feature that has pop ups enabled the list of attributes shows URLs as text. Enabling these URLs to be clickable would allow users to more easily follow them. Our use case has documents for inspections tied to the mapped/measured feature in the bands, and users would like to be able to click on the feature in the chart and then follow the link to the inspection webpage without having to copy and paste the url.
