    Will likely address this by remembering state of the portal item picker as part of per-app user preferences ... so once a user has changed it to My Organization, it would continue to open showing that view.

    The layer catalog in our company is organized by the system admin. All users don't see the content when starting the layer catalog. To choose a standard configuration like "my organization" would be very helpful.

    Just wondering, so currently I completely configure the layer catalog in Essentials so that the users can easily find and add exactly what they need.  I have added multiple web services and then I configure each of these to only show the layers that the users will want to use. I use many external services (mainly from our state government that I cannot configure myself). I'm trying to work out a way to do that here.  There are a lot of layers in each web service they won't ever need.

    I agree with Davood that application users are usually viewer and don't have any content.

    So, making "Add Layer" default to My Organization is useful than default to "My Content". But the ideal solution is to provide option to choose default location, with that, in one application I can define different "Add Layer" functions for different purposes.
