Where to find logic on Feature/Layer Labels of data in the map.

I have a Print Template that is working great except that when features load in a Map Picture Box in a Print Template the labels for the features/layer are gone.

I'm not sure where the appropriate logic to check on this would be? Can I forcibly ensure they are on as they appear to be in the WebViewer via a workflow? is that something I handle in the Print Template?

Any help would be greatly appreciated.
