Disable MapTemplates option for non admin users

At the moment all users can click on the option to open and edit the Maptemplates in the "Network View" dropdown. This is causing problems with report printing since users are editing the templates when they should not.

Proposed solution: Remove the option from the Menu for users that are not of type "System Administrator"
