Layer Preset and Layer Definition

I need help combining the Set Layer Definition Expression in Workflow 
with Studio's Layer Preset.

The background is that the user enters a permit number into a workflow. The workflow finds and creates a  definition expression then zooms to the single permit only showing only it. When the user changes the preset map, the map refreshes with the new layers shown as expected. However, the permit layer now shows all the permits as if the definition expression was reset.
