Missing the option to add borders to layout elements

It would be helpful to configure borders on the layout elements in order to create a clearer visual separation of the GUI elements.

Otherwise, the “resizable” option always has to be selected to obtain a thick grey separator line. However, you don’t always want to allow resizing of layout elements.

  I have gotten around this by using custom CSS workflow to get the borders - but I agree, an out of the box solution would be MUCH better!

  Same with Liza, we're using some CSS to add some lines to the toolbar and map borders.  Would be great if borders could be added natively.
