Image Service won't print to layout
I have image services of hill shades that when I print to PDF will not show up in the layout. All of the features export but the image service is blank. The interesting thing to me is that when I use a hill shade from a public source it appears in the layout correctly when exported. as far as I can tell the settings for our image service and the public image service are the same.

this is a known issue.
The problem has been added to our backlog under the following work item:
Bug 259612: VGS Printing Web: Web Map export sometimes fails if layers are not shared public
A release version for the fix is not yet know.

What is meant by "shared as public”?
I'm trying to troubleshoot an issue that seems to be related. This image Server service ( https://dnrmaps.wi.gov/arcgis_image/rest/services/DW_Imagery/EN_Image_Basemap_2010_Leaf_Off/ImageServer) is accessible to the public
It successfully prints in public-facing ArcGIS Online implementation of Vertigis Studio Web (that is shared with Everyone).
However, it results in a blank map when used within an internal Geoportal implementation of Vertigis Studio Web. While the public cannot access the internal Geoportal viewer, it is shared with "everyone".
Is this a different problem or another symptom of this bug?

In our situation, our portal is not public facing. So, sharing items with Organization or Everyone (public) are essentially the same.
When creating apps using Vertigis Web we learned our Image services and Print Templates must be shared using the Everyone (public) option or our templates export blank.
I have no idea if this will help you or not.

In your case, is it isolated to imagery (i.e. based on a mosaic dataset)? We have another ImageServer service that prints fine, but it is based on LiDAR-derived DEMs:

When we had issues with blank templates, our problem was the sharing of the print template and the sharing of all image services.
If we want any image service, lidar or imagery, to export to PDF it has to be shared using the Public option. The same for the print template itself.

Thanks. Everything used in our Geoportal solution is shared with “everyone”. I think I need to dig into what “everyone” means in our Geoportal environment and if that level of sharing is the enough as compared to our AGOL environment.
