Include layers added from Portal with "Get Sharing Link"
Not plannedThe “Get Sharing Link” does not include additional layers that have been added via the “add layers from an ESRI portal” command. It would be very useful if these layers were included in the url parameters.

The sharing links are providing a link to the default application, which does not contain data you have added. If you are interested in sharing the ‘current state’ of your map including markup, measurement, added data, etc. you should be looking at the save/load project functionality. The optional project sharing component includes functilnality for creating and sharing URL links.

Thanks Cam Barnard. I think part of the challenge is that the end users won't necessarily know when to use the share url vs the save/load json file download since they overlap in functionality. It's not intuitive.
Perhaps the Share URL popup can be modified to include a brief description of what is not included in the share link? It currently reads:
Share the current state of the application with the provided URL or QR Code.
Add:
*Any markup, notes, or added data layers will not be included. To include these elements, please use the save/load project functionality.
For now, I will add a similar message on the share button tooltip. Thanks.
