Incorrect Layer List w/ using AGO Reference Map

To make a long story short, we're updating a reference map and replacing it in an existing site.  The AGO map just has the services and the Legend is modified in Essentials by deleting the existing layer list and importing the Map Services and reconfiguring them into folders to display correctly.

However, when the site is opened, it displays the Map Services, if you close the Legend, and reopen it, it's now empty with the option to “Open Layer List" you select this and now everything opens correctly.

How do I eliminate these steps and just have the correct legend display initially?  Is this an issue with the AGO Reference Map or is this a quirk inside Essential's Manager?  My team didn't build these maps initially, we're just modifying them to current needs/data.
