Allow adding Sub-Equipment using Drag&Drop from DataExplorer, even the element is already element of an different Component

When rearranging SFP's we are struggeling with the fact, that the system doesn't allow to equip a Component that is already equipped somewhere.

The current procedure to remove the SFP (to clipboard) and equip again, is appropriate for a single activity, but it is very time comsuming for huge devices.

We ask to open this restriction.
