Download link for hosted file on AGOL

I would like to download a file (a user manual) hosted on an ArcGIS Online (AGOL) account through a VertiGIS workflow. All items on AGOL are shared either within the organization or with specific groups; there are no public items.

The user is authenticated in the web viewer with an ArcGIS Online account, so they have granted access to that file. How can I create a direct download link within a workflow? How can I access the token so that I can download the file?
