Show external GPS Receiver in "display-device-selection" when not having GPS signal yet

So far, only GPS devices are shown in the list "display-device-selection" that already have a GPS signals. This can be confusing for the user. Is it possible to show all valid devices in that list, even though they dont have a GPS signal yet?
