Join non spatial excel file to layer

I seen this workflow description in ArcGIS Online. Anyone got this workflow avaialable or similar? This would be so useful!

  You can find it here, use File > Open By URL in the workflow Designer

  Searching the network traffic for the viewer configuration file when opening https://icgeomap.islandcountywa.gov/Html5Viewer/Index.html?viewer=ICGeoMap

  Tomorrow this viewer didn't want to load, but now it loads.
