I'd love this too!  I've made a number of tabbed forms myself, or at least workflows which appear to have tabbed forms, and the workaround isn't too painful but it took me a bit of time to get used to and is a little tricky to develop, especially for users new to WF and VS Web/ArcGIS Experience Builder.

FWIW, my solution here (in case you or someone else in the future is wondering) is to create separate WFs with one form each, and a parent WF which opens each of the child WFs in their own tabs.  The forms can be access from and placed into the app state with the Get/Set Application Data activities, allowing the parent workflow to access data from all forms as needed.
