  Use the ArcGIS Server Internet option when defining the map resource. The URL attribute would be (http://services.arcgisonline.com/arcgis/services) http://services.arcgisonline.com/arcgis/services . After pressing the Fill button, select World_Street_Map from the list of services.

  I try this and get an error on the fill. I use to be able to do this. Not sure what the issue is now.
