Layer Metadata

Many of our maps relate to emergency management. It is important that users can understand the currency of various layers (e.g. what time was that fire front drawn, how old is that cyclone track prediction). I would like the ability to right click on a map layer and display layer metadata. Layer Metadata could be a link to a spatial catalogue, html, or defined in the essentials manager - whatever is easiest for the data publisher and map author.
