Apply Changes button location

With all the additions to the Details tab for layers in REST Manager, you have to scroll down to get to the Apply Changes button - not a huge thing, but it would be nice to have it moved to the upper right...

  I like this so much. I don't think it would be bad to have a second button that is "Apply and Save" that way we can just do both. I'm sure there are use cases for applying only, but I have never had that be the case.
