OGC Sensor Observation Service (SOS) client

We collect many data feeds to support emergency response. Many of these are from sensors that detect natural hazards. Observations from these sensors come in many forms and can be difficult to integrate on a map without ending up lots of layers (one for each sensor network provider). How could this be simplified?

• It seems to me that using an OGC sensor observation service (SOS) to consolidate this information may be part of a solution.
• Another component would be implementing elements of a SOS client within the silverlight viewer (e.g. map tip to show interactive graph; select observation & time period).
