Icon URI for GeoRSS appears to be not working

Unlike other layers setting the Icon URI doesn't appear to do anything for GeoRSS.

ie. you don't get a little icon next to your layer even if it is set.

  We've just gone to production on 3.7/1.4.   Pretty happy.
