Standard Hyperlink rules

I would like to see an option to configure rules for standard hyperlinks in a site.

We have a number of standard fields that hold references to other systems (Asset Management system, Facilities Management database, spatial data change logs etc) that we want to hyperlink to. We currently have to add these links to each field in each layer manually.

I would like to be able to set up a number of standard links to external pages and apply them to the attribute data wherever the specified field(s) are displayed in any layer.
