Feature Fill and Line Colors

What type of color format is used to set the feature fill outiline and color. Is it hex, rgb, color names,etc...? I can't find any documentation on this and would like to modify some of my highlight colors.

  Nick,

  Here's a sample from the Forest theme:  <Color x:Key="HighlightFillColor">#99ECEC3A</Color>

  I guess I'd call it hex.  The first two characters set transparency, then it's RGB.
