Verify Normalization

Hi folks,

Does anyone know how to turn of Verify Normalization in Server 2008?  I'm trying to set up public facing secure sites but login requests are being rejected by the firewall.  Latitude has provided the steps to do this in Server 2004 but the same tools aren't available in 2008.
