Workflow Activity For Visible Layers

I am curious if there is a way to access the layer names that are visible on the map. The reason I ask is I am looking to pass layer names to a web service that runs FME translations based off of layer names. I don't currently see any interaction with the layer list so I am wondering if this is something that could be future workflow activity potentially.
