Base layers vs operational layer display order
Just noticed that in 3.12 and silverlight 1.8, that if I have a basemap layer as my first layer (I use the reference layer from ArcGIS for labels) that it now puts the base layers above the operation layers in the layerlist. I can work around it by adding a dummy operational layer that has nothing displaying in it to get it to work again, but it would be nice if the base maps stayed in the bottom of the layer list as expected.
