Annotation and Drawing Order

Has anyone noticed that when you set the drawing order of a feature class in Manager, the annotation features classes no longer display?  My annotation layers were working fine and then after I set the draw order, they no longer turn on?

  We are seeing this behavior also, running GE 3.15.  If you add a map service with annotation, the annotation shows up.  Once you reorder the layers, the annotation disappears.  I've tested it in SL 1.9 and HTMLv1.3.

  Any work arounds or solutions?
