Initial Extent *

The initial extent setting is not recognized when I add my own imagery tiled map service.  When I launch the viewer without the tiled map service included in the site, it displays the correct extent.  However, when I add the tiled map service to the site and save the configuration the initial extent when I launch the viewer is zoomed out to a small scale.  Is there a solution to this issue?
